El Ministerio de Transportes y Movilidad Sostenible ha asegurado que el choque entre los dos trenes en Urda (Toledo) se ha producido después de que el centro de control de Adif en Atocha permitiese reanudar la marcha normal de los trenes, en contra de lo establecido en la normativa ferroviaria.
